I think the clown in the GIF at the bottom is "J.P. Patches" so that might be Seattle's infamous Aurora Avenue in the background, there.
That's a clip from a long-running Seattle-produced comedy show called Almost Live. Bill Nye was regular cast; Joel McHale got started on it. Kids in my dorm up in Vancouver used to watch reruns. They had a funny bit called "The Lame List" that often featured various Grunge Icons.

One Times Square (also known as 1475 Broadway, the New York Times Building, the New York Times Tower, the Allied Chemical Tower or simply as the Times Tower) is a 25-story, 363-foot-high (111 m) skyscraper on Times Square in the Midtown Manhattan neighborhood of New York City, New York, U.S. Designed by Cyrus L.
