• In terms of rectifying illegal recycling and dismantling of end-of-life vehicles, the Plan proposes to cut off supply from the source, strictly review relevant certificates of "missing" vehicles to prevent illegal dismantling of end-of-life vehicles recycled under the guise of used cars, and strictly prevent vehicles from being illegally driven on the road after false scrapping.

• In terms of rectifying unqualified engagement in recycling and dismantling of end-of-life vehicles, it is necessary to focus on cleaning up illegal dismantling sites, strengthen law enforcement inspections in hidden areas, and crack down on illegal activities such as cooperation between qualified enterprises and illegal dismantling sites, illegally issuing "Recycling Certificates", or dismantling outside the certified site.

• In terms of cracking down on the illegal sale of scrapped motor vehicle parts, it is necessary to block illegal refurbishment , intensify efforts to crack down on the illegal resale of high-value components such as exhaust after-treatment devices, further squeeze the living space of "scalpers," increase the residual value of vehicles recovered by qualified enterprises, and enhance the profitability of qualified enterprises.

• In terms of rectifying irregular dismantling behaviors, the focus is on investigating and punishing qualified enterprises that install safety and environmental protection hardware but do not use it , to prevent equipment investment from becoming a mere decoration for inspections, and to urge qualified enterprises to fulfill their primary responsibilities.

• In addition, the Plan also requires rectifying the use of false materials to handle motor vehicle scrapping , and for any illegal vehicles discovered and dealt with, clues must be thoroughly investigated on a vehicle-by-vehicle basis, and all illegal acts in the entire chain of production, sales, and use shall be legally cracked down upon, thus cutting off the chain of false scrapping and illegal road operation of scrapped vehicles.

Liu Bin, Deputy Director of the China Automotive Strategy and Policy Research Center, introduced that this special rectification is not only a "tightening spell" to regulate the market, but also a "window of opportunity" for qualified enterprises to become stronger and larger. By cracking down on illegal recycling and dismantling and cutting off the black interest chain, it will effectively purify the market environment, provide greater development space for compliant and well-equipped qualified enterprises, reverse the industry's "bad money drives out good" dilemma, and build a solid double defense line for road traffic safety and ecological environment safety.

Since the implementation of the auto trade-in policy, the recycling volume of end-of-life vehicles has continued to rise, and the industry has ushered in a period of rapid growth, providing strong support for the development of a circular economy.

IT Home (IT之家) learned from the data that driven by the auto trade-in policy, in 2025, the national recycling of end-of-life vehicles reached 9.801 million units, a year-on-year increase of 24.5%, nearly four times the 2.066 million units at the end of the "13th Five-Year Plan".Scrapped cars contain a large amount of recyclable resources such as steel and non-ferrous metals. Through the recycling of waste resources generated from scrapped vehicles, by 2025, it is possible to reduce approximately 28 million tonnes of carbon dioxide equivalent emissions from processes such as raw material extraction and initial material processing, significantly lowering the resource consumption associated with raw material extraction.
