How to build the operating model for the intelligence era

The world has entered an era of sovereign intelligence, where nations compete as fiercely as corporations for artificial intelligence (AI) supremacy. As with electricity and the internet before it, AI is no longer just a tool — it is a fundamental shift in global productivity.

In the corporate world, AI is moving rapidly from experimentation to enterprise deployment. It is now a standing agenda item in boardrooms and executive committees, and is increasingly embedded in the everyday tools that underpin enterprise operations. Yet, a new report from Wipro, developed in partnership with HFS Research, shows that unlocking true ROI is still a challenge for many enterprises, as outdated operating models and workflows are not changing fast enough to leverage the true potential of AI.

In fact, according to the report, many enterprises are investing in AI faster than they can adjust their operating models, creating a clear gap in ambition and value realization. Closing this gap requires changes that go beyond technology. It requires contextual workflows designed for an AI-first era, which follow an organization’s specific processes and risk profile. It also necessitates an overhaul of how accountability is assigned and how hybrid teams are governed at scale.

Moving beyond AI FOMO to proof over promise

Many organizations are still stuck in the cycle of pilots and proofs of concept that generate activity, but not necessarily value. In fact, our research finds that only 21% of C-suite leaders are fully confident their AI investments translate into measurable business value and 72% say they lack a consistent approach to measuring outcomes.

Leadership is under pressure. Boards want tangible results, a pervasive fear of missing out — or FOMO — is accelerating spending, and AI investment has become the new yardstick for future potential.

Moving from AI theatre — a great amount of activity and promise — to real impact — proof over promise — typically requires shifting from aspirational business cases to verifiable value.

This requires defining outcome hypotheses upfront, measuring progress in business terms and applying portfolio discipline (scaling what works and pausing or stopping initiatives that do not meet agreed thresholds). When funding, ownership and measurement are aligned, AI is more likely to contribute to resilience and growth rather than become a cost of “keeping up”.

Start with workflows: Design for human + AI Teams

Our report shows that 90% of enterprises expect hybrid Human + AI teams to become standard within three years, and more than half anticipate this transition within the next 12 months. However, only 23% of early adopters with hybrid teams report having formal operating models that define roles, governance and workflow design. In many organizations, AI supports discrete tasks such as drafting, summarization and analysis; humans remain accountable for decisions; and norms are assumed rather than documented. This approach can appear workable until performance issues, compliance questions or unintended outcomes arise. At that point, decision-rights and accountability are often revisited under pressure: who approved the use of AI in a given decision, who owns the governing metrics and who is responsible for downstream impact?

Organizations that codify hybrid Human + AI teaming and workflows as a core operating model — with clear escalation paths and controls — are typically better positioned to scale with confidence. These organizations understand that AI is reshaping work beyond automation. They know every role will become a Human + AI one, and that the focus should be on shifting from scaling headcount to scaling intelligence.

For example, a customer service agent may use an AI assistant that drafts responses and resolves low-complexity tickets. The agent remains accountable for the customer experience but may have less direct control over the interaction. Further, customer service agents can leverage voice-to-text technology to understand customer sentiment, leading to faster understanding of customer requests and thus recommendations for additional support. By delegating the tactical steps of case retrieval and solution creation, the human agent can focus on building relationships with customers.

But if the system is optimized for speed rather than relationship quality, accountability can become unclear without defined governance and metrics. Workflow governance models of hybrid teams ought to be clear about where accountability rests at which point in time and at which point of the decision-making process. Clear guidelines for critical decisions must be built into workflows, ensuring accountability for everyone from the agent and model owner to the leadership team.

Make it your own: Contextualize AI to your organization’s unique environment

Contextual AI is about relevance. It drives adoption because it addresses the core question: Why does this AI capability matter to my role and my team? It equates to differentiation, better outcomes and more effective measurement.

In fact, according to the findings of our report, in lightly contextual environments, 83% of leaders report difficulty distinguishing AI activity from business results, and 83% say they lack a consistent way to measure AI value. In deeply embedded environments, the figures fall sharply: 23% struggle to separate activity from outcomes, and none report a lack of consistent measurement.

Contextualization requires designing AI systems that are grounded in an organization’s proprietary data, regulatory obligations, risk appetite and decision logic. Context comes from embedding enterprise data, business rules and escalation paths directly into workflows — so AI recommendations reflect how decisions are actually made, approved and governed. Organizations that succeed here invest as much in data foundations, risk design and operating model clarity as they do in algorithms.

When AI is designed around real workflows, edge cases and human decision points, outputs are more likely to translate into accountable execution that can be measured, explained and scaled. Over time, contextual AI can create structural advantage — not only incremental efficiency.

Generic AI creates generic outcomes; context is where competitive advantage is built.

Set integrated intelligence as your North Star

The research is clear: winners in the AI era will not be companies with the best models but the ones who transform entire operation models for optimized real-time intelligence. Yet our research shows that less than one-fifth of enterprises have embedded intelligence across the enterprise.​

To thrive in the new world, organizations must include an integrated intelligent framework that is outcome-oriented, experience-led, responsible and built for Human + AI teaming.

AI capabilities are advancing quickly. And a rush to access the latest models or innovations is not the path to long-term value. Ultimately, extracting real value from AI is less about chasing the next breakthrough and more about building AI‑first operating models — powered by disciplined change, contextual intelligence and leaders willing to redesign how work actually gets done.

To scale from isolated wins to integrated intelligence, organizations must enforce common standards for tools, data, measurement and accountability. For many enterprises, this transformation starts with a shared outcome framework: defining what “value” means across functions such as finance, HR, supply chain and customer operations, and establishing metrics for productivity, risk and experience. These standards are the springboard for extending AI from small projects to the core of how the company runs. Only when these foundations are in place can AI support a continuous “intelligence loop” that connects strategy, execution and learning.​ Ultimately, the winners will not be those companies with the best models, but the ones that transform their operating models for the intelligence era.
