
























Constellation Energy has reportedly requested a license renewal from the Nuclear Regulatory Commission (NRC) to extend the operational lifetimes of two of its nuclear power plants in upstate New York.
According to reports, the company wishes to extend operations at Ginna Clean Energy Center and Nine Mile Point Unit 1 reactors until at least 2049.
“We commend Governor Hochul and the Public Service Commission for recognizing the unmatched safe, reliable, zero-emission power our upstate nuclear fleet delivers and for taking actions to keep these key assets running,” said Joe Dominguez, president and CEO of Constellation.
“Constellation’s four upstate nuclear units provide nearly half of the state’s clean power, support thousands of family-sustaining jobs and generate millions in local tax revenue,” he added.
But why? Well, when the reactors were originally built in the 1960s and 1970s, they were granted operational licenses for around 40 years. That wasn’t because engineers of the time expected them to wear out after four decades; it was largely an administrative and financial timeframe.
Since then, many U.S. nuclear plants have received one or more 20-year licence extensions. As part of these extensions, many plants have undergone extensive maintenance and equipment replacement to manage ageing components.
Each extension effectively required the operator to demonstrate to the NRC that the plant can operate safely for the requested extension period. It is also important to note that this is being made possible thanks to New York State’s Zero Emissions Credit (ZEC) program.
This program effectively recognizes and rewards nuclear energy generation plants to make them more economically viable. But the extensions are not just about providing high-quality, safe, and cheap energy.
If granted, it should provide ratepayer savings with an estimated $50 billion in energy savings until the middle of the century. It should also contribute around $38 billion to New York’s economy, $10 billion in rate revenue, and secure 14,000 good-paying jobs.
The estimates are based on modelling the costs of replacing the lost generating capacity should the reactors close. That could require investment in a combination of natural gas generation, renewable energy, battery storage, and expanded transmission infrastructure.
The plants in question produce significant amounts of energy, with the Nine Mile Point plant supplying about 1,907 MW alone. The Ginna plant tops this up by another 576 MW.
Continued operation of these plants is also becoming critical to keep up with the state’s growing energy demands. Rapid growth in artificial intelligence data centers, cloud computing, electric vehicles, electrified heating, and semiconductor manufacturing is pushing electricity demand upward after years of relatively flat consumption.
Near constant supply, weather-independent, and emission-free energy like that from nuclear power is perfect to feed the demand.
“Extending the operational life of New York’s nuclear fleet is crucial — it’s the backbone of our energy future and a lifeline for working families across the state,” said Greg Lancette, International Representative, United Association of Union Plumbers, Fitters, Welders and Service Techs.
“These plants fuel thousands of good-paying, union jobs that support families, strengthen local economies, and keep communities stable,” he added.
If approved, the renewals would allow the reactors to operate for up to 80 years from their original commissioning dates, reflecting growing confidence that well-maintained nuclear plants can safely operate far beyond their original 40-year design licences.
