BBC Chair Blocks Release Of Board Debate Over Donald Trum...

EXCLUSIVE: It was the BBC crisis that resulted in a lawsuit from the U.S. president, but the British broadcaster’s chair has personally refused to release key information relating to the debacle because he believes it is not in the public interest.

Samir Shah has blocked Deadline’s efforts to disclose written discussions between board members during the week in which a botched Donald Trump edit spiraled into a catastrophe, forcing the resignations of the director general and head of news.

The November 2025 board deliberations are vital to understanding whether disagreement among directors compounded Panorama’s misleading edit of Trump’s January 6 speech. 

Deadline has previously reported that the edit — first questioned in a memo from board advisor Michael Prescott — vexed directors. Sources said this was a factor in the BBC failing to get on the front foot and swiftly address the Trump mistake in public. There are some who believe that the crisis could have been nullified had the BBC acted more quickly.

Shah ruled that releasing a cache of 18 documents under the Freedom of Information Act would “inhibit” the BBC board’s ability to hold “free and frank” discussions, undermining the “safe space” that the board needs to debate “sensitive and urgent matters.” 

He added that disclosing the material could cause “harm,” given that issues related to the Trump editorial failure remain “live and ongoing.” Although Shah was not explicit, this was an apparent reference to Trump’s $10 billion lawsuit in Florida.

Deadline appealed Shah’s ruling, raising questions over whether the chair had a conflict of interest in blocking disclosure because he was heavily involved in the board communications about the Trump error. 

After seeking legal advice, the BBC upheld Shah’s ruling. In a decision letter, the BBC said: “Disclosure would be otherwise prejudicial to the effective conduct of public affairs as it would result in public scrutiny of internal decision-making processes and hinder the BBC’s ability to offer an effective public service.”

The corporation said releasing board communication would “not promote public understanding or materially advance the extent of the information already in the public domain.” On Shah’s potential conflict of interest, it added: “The chair’s knowledge of the workings of the BBC meant he was well placed to make that judgment and [we] find his opinion a substantively reasonable one.”

A BBC spokesperson said: “Our response to the FOI explains our reasoning and sets out the review and appeal rights available if a requester is not satisfied.” Deadline has appealed the BBC’s ruling through the UK’s Information Commissioner’s Office, which has the power to compel public bodies to release information if it believes they have not correctly responded to an FOI.

The BBC has apologized for the Trump edit, with Shah describing it as an “error of judgment.” He added: “We accept the way the speech was edited did give the impression of a direct call for violent action.” 

In the November 2024 Panorama documentary, Trump appears to say: “We’re gonna walk down to the Capitol and I’ll be there with you and we fight. We fight like hell, and if you don’t fight like hell, you’re not gonna have a country anymore.” 

He actually said: “We’re gonna walk down, and I’ll be there with you, we’re gonna walk down, we’re gonna walk down any one you want but I think right here, we’re gonna walk down to the Capitol and we’re gonna cheer on our brave senators and congressmen.”

Tim Davie, the director general, and BBC News CEO Deborah Turness quit amid the scandal. This was not enough to prevent Trump’s lawsuit. The BBC is defending the legal action.
