T托尼·布莱尔之言,一语中的:吾辈正处历史之裂变。廿世纪之旧有定见,受技术革命、地缘政治不稳、经济不宁之压,渐次崩解。人工智能将如蒸汽动力、电力之前般,深刻重塑吾辈之劳作、学养与治理。

英伦需有与斯挑战相匹之庄重——且需自信以塑未来,毋须退而争旧事。全球之变,非思1970年之英伦,亦非念1990年之英伦可解。进步之政,非复昨日,而在使寻常劳者得权、得护、得机于今世之新局。

托尼·布莱尔之干预,其弊窦殊甚:纵有数千言论及科技、地缘政治及政治策略,而吾辈之世所定旨,几未尝直面也。贫富不均——此乃现代英国经济、社会与民主之裂痕——视若末节,而非根本。但贫富不均,岂可视为偶然乎? 乃西民主国之变局,实为其因也。

人告之英伦得势,而居者无家,机缘虽存,而子嗣之生计,不若其父祖之丰裕。又告之勤勉,而富庶日聚于上,不均之弊,人皆见之。

一护士偿学债,其所得税赋较之地主收房产增值之利者,倍之。英国最贫之区,民多罹疾。二十载之前彼之富者,远胜于最富之家。今之私财,多承袭而少自致。

民信规条弗复酬勤,怨生焉。怨无恒为政之无家。

欧陆北美之间,是愤懑日盛,遂滋民粹、保境、怨政之端。右翼民粹之所以得势,非由民智昏聩,实乃多数人觉经济之制,独利众人而弃己于外。所许之伪誓,诱人至深:闭关绝境,罪人于外,避变求安,冀复旧日之盛世。

然怀旧不能抗衰,中左亦非以管理之能或科技之望可应民粹.

布莱尔之言诚然,人工智能之变虽吾等可否之,其势固在.,此将变诸事——吾辈已睹非凡之突破,或可延康寿,启经济之长。然此愿亦伴深险,或为劳市之乱,或为技术失业,或为财富、数据、权柄之集未有前例。

法非生于虚寂之境。故真问题在,此新工业革命将为民利所主,抑或为少数特权所攫?

是谓建教习之制,俾人可应劳市之剧变;税负移重于富,轻于工;保数据与人工智能之主权于民;杜寰球科技巨擘之势独大。至要者,乃识无社义之经长,终不可持也。

劳作成于动静相宜,富之创与富之分,进取与团结,雄心与安泰。中左之任,非惟言市之语更流利于保守派,乃在使市为社所用,非令社为市所驭。

此挑战非独国内。国际秩序自身亦在崩解。一九四五年后所立之制,渐难调适此由跨国科技巨擘、气候压力与威权复兴所界定之世。民主抑或暴政,将定二一世纪之格局,犹未可知也。

英当与同值之民主盟友坚执不移。吾美之盟不可须臾离,深植于史缘之厚。然大西洋主义非谓自动屈从。

当美利坚之君与威权领袖调情,损毁国际法,或行鲁莽之军事冒进时,英伦必当有独立行事之信心。吾等于伊拉克付出惨痛代价,方知忠信易位,则智断何存。

英伦之长远未来,在于欧罗巴。此非谓重入欧盟之政事简明或速成。然诚实为要。吾辈需与欧洲建立新之特殊关系,其基乃经济之合作、安全之盟约与共通之价值。

工党不可凭旧时党争或复旧之陈腐学说以安邦定国。亦不可因脱离世人实际生活之技术官僚态度而达此目的。

来日属于预备借变以奉公义者。此乃今世政见之实判:其信未来犹可民主塑造以利众者,与甘任市场、独占、命数者之别也。其解当出新,亦当属工党。
