美于肯尼亚建埃博拉隔离所,以应疫起

美國川普政府於肯亞興建隔離療治中心,以應對受伊波拉疫情影響之美人,而非將其接回國內。

白宮於週三確認,美國正於肯亞設立設施。使美利坚之人,于刚果民主共和国(DRC)染埃博拉之后,行隔离之制。

此设施之制,为使美利坚之人得速享良医。离DRC而去且无返美长途运输之风险,白宫官员告《卫报》云。

中心亦将疗治美国人所患埃博拉官曰:“凡此皆含危重症之需,然每案当审,视宜而送,以就精疗,务尽病者之效。”

官未明言,此后续运,将往美利坚乎?抑或欧罗巴乎?彼处,其他美利坚人已为隔离疗治。官亦未明,若美利坚人不愿前往,是否得返美利坚。肯尼亚( Kenya )

美利坚严禁近赴刚果民主共和国、乌干达及南苏丹之绿卡持有者返国,其他近赴此三国者亦不得入境。

“此法实存深重之伦理忧患,”彼复言,“若无周全之策以安全隔离已感染者,亦无急速之方以隔离病者,吾恐此等设施反助病毒流布。若人不得归家以得安效之疗,或致其隐匿已受感染之事,使病例隐于地下,病毒流布愈甚。”

前此疫起,美利坚之人,或亲侍疾者,或筹谋接踪安葬之务,皆知若罹病患,可归乡受世间至优之疗治。

无此信誓,复虑永不得归乡与亲友相聚,故今美利坚之专家,鲜有愿自请矣。

“此实谓美利坚医工之或赴此疫戾之役者,苟病,则不得归。”言者乃Refugees International之主事者杰瑞德·孔宁迪克也,尝为USAID疫疠任务之执行长,亦尝为2014-2015年USAID埃博拉之领袖。“此令其人裹足不前。曩岁2014,吾辈尝遇此境——疫戾自外归美——然力战不令行旅禁,盖知禁行终反其志,非弭疫之策也。”

若人无症,则交通之险甚微。美利坚久经其事,善疏散染疫者,如埃博拉及他传染之疾,既染且验,皆能妥善处置。
