Hi everyone,

How can I make a pdf file editable? I have a new urgent task for making some edits of a PDF document. I want to do this on my Windows PC but I don't have Adobe Acrobat Pro and I really don't want to pay for a subscription just to make a few edits. I've tried some online PDF editing tools but I'm not comfortable uploading sensitive documents to random websites, and the free versions are usually too limited anyway.

What is the best free or affordable desktop software to edit a pdf document in Windows without adobe acrobat pro? I need to be able to do basic things like editing text, adding annotations, filling out forms, and maybe merging or splitting pages.
