The Tamil Nadu State Environmental Impact Assessment Authority (SEIAA-TN) has revoked the Environmental Clearance (EC) granted to a proposed residential project of Bengaluru-based Brigade Enterprises Ltd. at Perumbakkam in Chengalpattu district, citing non-compliance with a key environmental condition.

The decision follows a communication from the Principal Chief Conservator of Forests and Member Secretary (FAC) of the Tamil Nadu State Wetland Authority, who informed SEIAA that the project proponent had commenced construction activities without obtaining prior permission from the Wetland Authority, as mandated under the Environmental Clearance issued on January 20, 2025.

Brigade Morgan Heights project details

The project, Brigade Morgan Heights, offers 2-, 3-, and 4-BHK Luxury Apartments in Perumbakkam, overlooking a 100-acre biodiverse landscape. It offers 2-, 3-, and 4-bedroom homes priced from ₹1.25 crore, along with a 40,000 sq. ft. clubhouse, according to information on the company website.

According to the Wetland Authority, Condition No. 9 under the specific conditions of the EC required the project proponent to secure necessary approval from the Authority before commencing any work, wherever applicable. However, the authority found that construction had begun without such permission, constituting a violation of the clearance conditions.

SEIAA invokes EC withdrawal clause

In its letter dated April 16, 2026, the Authority urged SEIAA to take action under Condition No. 28 of the EC, which stipulates that failure to comply with any condition may result in withdrawal of the clearance and attract action under the Environmental (Protection) Act, 1986.

After examining the request and supporting documents, SEIAA resolved to revoke the Environmental Clearance issued to Brigade Enterprises Ltd.

Regulatory setback for residential project

The revocation represents a significant regulatory setback for the project and underscores the importance of compliance with environmental safeguards, particularly in areas under the jurisdiction of wetland conservation authorities, sources said.

A comment from Brigade on this is awaited.
