

















Russia’s Digital Development Ministry has drafted updated requirements for telecom operators specifying what user data they must store and share with security services through the operational investigative measures system (SORM). The ministry’s order was published on the official legal information portal and flagged by the Russian business daily Kommersant.

Igor Bederov, director of the investigations department at security firm T.Hunter, said the previous requirements for operators were “far more general in scope.”
“The state is closing the technological gaps that have emerged in recent years and making the data collection system not just comprehensive, but intelligent,” he said.
In early April, Izvestia reported that the Ministry of Digital Development was discussing with industry participants a tightening of requirements for telecom operators. The ministry, in particular, proposed introducing three types of licenses, the cost of obtaining which could range from one to 50 million rubles, and banning the issuance of communications licenses to individual entrepreneurs. According to experts, the proposed measures would lead to a reduction in the number of small communications companies, consolidation of the market, a decrease in competition, and an increase in tariffs for home internet and pay television.
According to information from RBC, the Ministry of Digital Development is also discussing the possibility of lifting the moratorium on scheduled inspections of telecom operators, as it prevents verification of whether operators have installed SORM. The ministry is also putting forward a requirement that an operator first connect SORM and cannot operate without it even if it holds a license.
