The Indian National Congress is set to miss out on the post of Leader of the Opposition (LoP) in the Assam Legislative Assembly after securing just 19 seats in the 2026 Assembly elections, well below the required threshold.

While its ally, the Raijor Dal, has added two more seats, taking the combined opposition tally to 21, the rules governing LoP recognition do not permit aggregation of alliance numbers. 

The requirement, as reiterated earlier by Chief Minister Himanta Biswa Sarma, is that a single party must win at least 24 seats on its own symbol to qualify for the position.

Sarma had, on February 26, made the criteria explicit, stating that apart from the numerical threshold, the party must also secure representation from at least six indigenous seats. He had expressed doubt even then about the Congress meeting these conditions in the prevailing political climate.

He further clarified that appeals by parties such as the Assam Jatiya Parishad or Raijor Dal to grant LoP status to Congress on the basis of alliance support would not hold. “The rule is clear. Congress must win 24 seats on its own symbol. Only then can they claim the LoP post,” he had said.

With the Congress falling short of this benchmark, Assam is likely to witness an Assembly without a formally recognised Leader of the Opposition, a scenario that could affect the balance of legislative functioning, including reduced procedural leverage for the opposition in debates and committee participation.
