My apologies, that was a typo, I only installed with

I just copy and pasted that command for the forum post and it had GRUB written.
This should confirm the only directory is "Arch":

user@pc:/boot/efi/EFI$ ls
Arch

- before you reinstall grub

user@pc:~$ efibootmgr
BootCurrent: 0000
Timeout: 1 seconds
BootOrder: 0002,0000
Boot0000* ARCH	HD(2,GPT,cb363f60-bb7f-49cf-bc96-1cd8fa4ea3bc,0x200800,0x200000)/\EFI\ARCH\grubx64.efi

- after you reinstalled grub

Now I ran:

sudo grub-install --target=x86_64-efi --efi-directory=/boot/efi --bootloader-id=Arch --recheck
sudo grub-mkconfig -o /boot/grub/grub.cfg

This is what I get for efibootmgr

also: clean everything from grub: /boot/grub, /boot/efi/grub and also mount and check the windows esp

Not sure what you mean by clean, but this is what is inside. Mount and check the windows esp for what exactly?

This is what is inside it:

user@pc:~$ cd /mnt/win-efi/
user@pc:/mnt/win-efi$ ls
 EFI 'System Volume Information'
user@pc:/mnt/win-efi$ cd EFI
user@pc:/mnt/win-efi/EFI$ ls
Boot Microsoft
user@pc:/mnt/win-efi/EFI$ cd Boot/
user@pc:/mnt/win-efi/EFI/Boot$ ls
bootx64.efi
user@pc:/mnt/win-efi/EFI/Boot$
user@pc:/boot/grub$ ls
fonts grub.cfg grubenv locale themes x86_64-efi
user@pc:/boot/grub$

There is no

on my system, for some reason.

user@pc:/boot/efi$ ls
 EFI 'System Volume Information'
user@pc:/boot/efi$

I can go inside of "EFI" which just has "Arch" and inside that is "grubx64.efi"

I don't believe the efibootmgr matters. It always shows the Windows in the menu entry, the issue is it doesn't detect the drive only AFTER the first chain-load into Windows. I'm always able to hit enter and see the Windows entry in GRUB, but I cannot boot into it because GRUB then fails to see the drive, as I showed with the ls commands in the GRUB console at boot. So this proves that GRUB is able to detect and boot into Windows, but something after the first chain-load breaks it.
