This should confirm the only directory is "Arch":

I don't believe the efibootmgr matters. It always shows the Windows in the menu entry, the issue is it doesn't detect the drive only AFTER the first chain-load into Windows. I'm always able to hit enter and see the Windows entry in GRUB, but I cannot boot into it because GRUB then fails to see the drive, as I showed with the ls commands in the GRUB console at boot. So this proves that GRUB is able to detect and boot into Windows, but something after the first chain-load breaks it.
