2. Apryse (formerly PDFTron)

Apryse has been in the enterprise PDF SDK market for a long time and covers the core capabilities: viewing, annotation, forms, and signatures. Teams frequently put it on evaluation shortlists, which is why it belongs in this guide.

The catch is what isn’t included. Real-time collaboration isn’t built in — Apryse ships sample code showing you how to construct your own collaboration backend using custom WebSocket servers plus a database for annotation state, storage, and conflict resolution. You own that implementation, and the infrastructure it runs on. For teams that just want collaboration to work, that’s a 6–12 month engineering commitment on top of the license cost, plus ongoing maintenance of services unrelated to your actual product.

AI looks similar. Apryse offers AI capabilities — Smart Data Extraction, classification, table recognition, and document intelligence — but they live in the server-side Server SDK, not in WebViewer. WebViewer’s role in the AI workflow is human review and validation of outputs, not generating them. If AI is on your roadmap, expect to wire the Server SDK into your backend, build the integration with WebViewer, and budget for the engineering time alongside the license cost.

The API surface is XML/XFDF-centric — a legacy format that predates modern JSON/TypeScript workflows. It works, but it adds glue code that accumulates over time.

3. Foxit

Foxit’s core business is a B2C desktop PDF reader — a consumer alternative to Adobe Acrobat. The SDK and developer tools came later and remain secondary to that. The documentation, API design, developer community, and support all reflect a company whose primary customers are end users buying desktop licenses, not engineering teams building products.

The capability list covers the basics: viewing, annotation, forms, signatures, and cross-platform SDKs across web, iOS, Android, Windows, Mac, and Linux. But for teams embedding document workflows in a SaaS product, several gaps are hard to work around. The Web SDK is PDF-focused, so Office formats aren’t part of its in-browser rendering surface; DOCX/XLSX/PPTX support has to come from a separate conversion step or another product. Real-time collaboration isn’t a documented Web SDK feature either. Foxit does offer real-time collaboration in Foxit PDF Editor Cloud, but that’s a hosted end user SaaS, not something developers can embed in their own product. AI is in the same boat: Foxit’s AI Assistant lives in the desktop PDF Editor and a separate Foxit AI product, not in the developer SDK surface.

SDK-specific support is also thinner than you’d get from a vendor whose SDK is the primary product. Response times and documentation depth match a company managing a broad B2C surface rather than one focused on developer experience.

Foxit makes sense in one narrow case: an organization already running Foxit Reader at scale across its IT fleet. In that context, extending into the SDK has lower procurement friction and some ecosystem familiarity. Outside of that, it’s hard to recommend over SDK-first platforms.

Pricing: Per-seat subscription or perpetual license for the desktop product. SDK licensing is separate — contact Foxit for enterprise pricing.

Best for: Organizations already standardized on Foxit desktop readers, or desktop-first applications where collaboration, modern API design, and native Office rendering aren’t requirements.

Worth knowing: Office formats require conversion. Developer support and community are thinner than SDK-first vendors. Not designed for the embedded SaaS use case.

4. PDF.js — The free baseline

PDF.js is Mozilla’s open source PDF renderer — the same engine behind Firefox’s built-in viewer. It’s free (Apache 2.0), runs entirely client-side, and for PDF display it does exactly what it promises. Recent versions have added basic annotation editing (highlight, ink, free text) and rudimentary form filling, so the common “PDF.js is read-only” framing is a few years out of date.

The buying decision is simpler than it looks. PDF.js gives you a viewer plus a small set of annotation primitives. If your roadmap stays close to that — display, light annotation, occasional form filling — and you have engineers comfortable maintaining a community-driven library, the zero cost is real. Once requirements expand into real-time collaboration, digital signatures (PAdES), redaction, native Office rendering, mobile SDK parity, or compliance documentation, you’re looking at significant custom development with no commercial support behind it. At that point, the library’s real cost is the engineering time you spend filling in what it doesn’t include.

5. LibreOffice Online (Collabora Online)

LibreOffice Online is the right answer for a specific buyer: public sector or privacy-focused organizations that need self-hosted, open source Office editing and aren’t building an embedded product. It handles OpenDocument Format (ODF) and Office formats (DOCX, XLSX, PPTX) in the browser, it’s free, and it gives you full data sovereignty.

It isn’t a drop-in SDK. It runs as a separate server that users connect to — typically integrated into platforms like Nextcloud, ownCloud, WordPress, or a custom portal — which means it’s a poor fit for teams trying to embed document capabilities directly inside a SaaS product. PDF support is primarily viewing and conversion; dedicated annotation and signature tooling is lighter than what commercial PDF SDKs provide. Worth knowing: The Document Foundation no longer maintains LibreOffice Online for enterprise use, so Collabora Online — the commercial distribution — is effectively the production-ready version today.

Best for: Government, public sector, or privacy-first organizations that need self-hosted Office editing and aren’t building an embedded product.

What buyers get wrong in 2026

These patterns come up over and over in vendor evaluation conversations.

They price the license, not the implementation

The SDK license is the number on the proposal. The real cost is what your team builds on top of it. KwikSign’s CEO put it plainly: It would have taken the company’s development team more than six months to build signing from scratch — Nutrient eliminated that work entirely. That kind of difference matters when you have a roadmap and a ship date. A vendor that includes collaboration, AI, and document processing as built-in features takes those line items out of your engineering budget. One that ships sample code and tells you to build your own WebSocket backend adds them. Model total implementation time before you compare quotes.

They take the feature checklist at face value

“Supports digital signatures” and “PAdES-compliant digital signatures with long-term validation” are not the same thing. “Supports collaboration” and “built-in real-time collaboration with conflict resolution and offline syncing” are not the same thing. We see the same story play out: a team signs based on a feature matrix, then discovers three months into integration that the feature requires standing up a separate service or wiring to an external API. Push on how features are implemented before you sign. Is it built in or an add-on server? Is it production-ready or sample code? Is it client-side, or does it require a roundtrip to a third-party service?

They underestimate compliance architecture

Regulated industries care about document architecture now, not just certifications. Healthcare, legal, and financial teams tell us that HIPAA and GDPR compliance reviews increasingly flag document transit — sending a file to a third-party rendering server — as a risk that needs explicit justification in the audit trail. Some are getting these questions at the vendor selection stage rather than during audit. Client-side WebAssembly rendering avoids that category of risk because documents never leave the user’s device. When you evaluate vendors, ask directly: Where does the document go when it renders?

Buyer’s checklist

  • Total cost accounts for implementation time, not just license fees
  • Collaboration is built in, not an add-on server you operate
  • Native format support covers all file types your users upload
  • Documents render client-side — no third-party server in the path
  • Digital signatures are cryptographic — PDF Advanced Electronic Signatures (PAdES) — not drawn images
  • Compliance documentation covers your regulatory requirements (HIPAA, GDPR, SOC 2)
  • Vendor offers documented SLAs and enterprise support — not just community forums
  • Pricing model scales predictably as your user base grows
  • SDK is available on every platform your users access
  • Vendor has an active security disclosure process and regular updates

FAQ

A library (like PDF.js) gives you a rendering engine. A commercial SDK gives you the full stack: viewer, annotation tools, form filling, signatures, redaction, access control, and often collaboration — tested, maintained, and backed by enterprise support. The distinction matters when your requirements go beyond reading documents.

Start with the license fee. Then add: estimated engineering hours to integrate the SDK, hours to build any features the SDK doesn’t include (collaboration, AI, custom workflows), and ongoing infrastructure cost if the vendor requires you to run additional servers. For a team evaluating Nutrient versus a build-your-own collaboration approach, that last category alone can be 6–12 months of engineering.

Nutrient and Foxit both publicly document HIPAA and GDPR alongside SOC 2; Apryse leads with SOC 2 and ISO 27001. The more meaningful question for regulated industries is architecture: Does the SDK render documents client-side, or does it transit files through a third-party server? Client-side WebAssembly rendering — which Nutrient uses — removes that category of risk from your compliance review. Always verify certifications directly with any vendor for your specific deployment scenario.

For PDF display with light annotation and basic form filling, yes — recent versions ship annotation editing (highlight, ink, free text) and rudimentary AcroForm support, and the zero licensing cost is a genuine advantage. The problems start when requirements expand into real-time collaboration, PAdES digital signatures, redaction, native Office format rendering, or compliance documentation. None of those exist in PDF.js without significant custom development, and at that point the zero-license-cost advantage erodes quickly. Most teams that start with PDF.js for a commercial product end up migrating to a commercial SDK within 12–18 months.

Yes, if it renders client-side. Nutrient runs via WebAssembly and works offline once the SDK is loaded. PDF.js works the same way. Any viewer that depends on a server to render documents requires a connection. LibreOffice Online, for example, is entirely server-dependent.

Both are mature platforms used in large-scale production deployments. The decision comes down to how you want to operate. Nutrient ships collaboration, AI, and a modern JSON/TypeScript API as built-in features — deploy Document Engine and you’re running. Apryse offers strong APIs and a proven track record, but real-time collaboration requires building and maintaining your own backend infrastructure from its sample code.
