As an example from a past employer moving to 2FA; a bunch of operations needed 1FA to approve. As a result, people sticking to passwords had to keep re-entering their password; 2FA adopters could tap their Yubikey or copy a TOTP code to re-authenticate.
Just the convenience of "oh, I can use the 2FA token as my one factor for reauthentication" pushed a lot of people onto 2FA.
