It's solving a different problem.
The Deutsche Telekom / ISDN situation doesn't care whether your device is certified or not, it just tells you whether you can or can't use it with DT.
The FIPS thing is different, you *do* care that your code *is* certified, so this is a way of making sure you don't lose certification while trying to keep your system up-to-date and safe.
