Same for my day job, but my day job also has an always-available helpdesk able to override 2FA and people qualified to do a thorough positive identification of all users during business hours, and users are using equipment issued by the company as one of the factors as well as it just being needed for the work. So there are a bunch of ways in which 2FA is a relatively easy incremental change, as compared to getting there for Fedora.
