Fix some resizing issues on Windows by not setting GTK_CSD

This reverts commit a7582340.

GTK_CSD introduced several sizing/resizing issues in Windows, and doesn't seem ready for prime-time.

We'll have to reconsider how to get a more native titlebar another way.

We should re-open #5843 if this lands and re-investigate !6915 (closed) as a solution for it.
