Ctrl+Click+Drag selects rather than drags

#### Summary: There's a recent regression in the Ctrl+Click+Drag behaviour of the select tool, which is supposed to drag the object horizontally/vertically, but now draws a selection rectangle. #### Steps to reproduce: * Draw a rectangle. * Activate the Select tool. * Holding Ctrl, click and drag the rectangle. #### What happened? A selection rectangle is drawn. #### What should have happened?
