Buildtime tests pass with gitlab CI using Ubuntu Noble (24.04), but tests fail on Questing 25.10/Resolute 26.04 on multiple architectures:

amd64:

Tests are not necessary to build the deb packages, let's disable them by default.

This fixes the automatic packages on the Inkscape Trunk Daily PPA.
