The proposal - the biggest high-rise development in Sutherland Shire to date - has been declared State Significant Development (SSD), which allows it to be fast-tracked by the Department of Planning and Infrastructure.
The project, which includes shops at street level, would cover 21 home sites, which are located end to end on Kingsway and Flide Street, immediately north of the Catalina apartments.

Minister for Planning and Public Spaces Paul Scully declared the project SSD on June 10 following a recommendation by the Housing Delivery Authority (HDA).
HDA minutes revealed the EOI was for "five mixed use buildings of 10-24 storeys for 800 dwellings, with 12 per cent as affordable housing for 15 years and five per cent in perpetuity".
The HDA said the proposal had State significance as it was a major residential project under the HDA SSD criteria.
The HDA "recommended that the applicant be advised that the proposal includes significant uplift and the affordable housing offer made as part of the EOI may be refined in consultation with the department, through the merit assessment process".
It was also recommended the applicant investigate incorporating the adjacent isolated site at 13-15 Flide Street into the development. .
The HDA further recommended "the applicant be advised that a merit assessment may result in development. standards and dwelling yield lower than proposed in the EOI application".
The development site adjoins what will be a new park to be created by Sutherland Shire Council on the corner of Kingsway and Willarong Road. Half of the site, previously occupied by old houses, has been cleared, and the the other half is a council car park.
The proposed Kingsway-Flide Street development would have nearly twice as many apartments as the nearby approved Landmark Group development, covering 16 home sites at 6-20 Hinkler Avenue and 319-333 Taren Point Road.
This project, which is already under construction, will comprise three buildings ranging from eight to 17 storeys, with 432 apartments, including 66 affordable rental units, above four basement levels.
Also, nearby in Caringbah, a proposed SDD-declared project on Kingsway opposite the train station has been upsized to 22-24 storeys, with about 258 apartments.
