The corner site, 1 Oxford Street, is on the western side of Sutherland train station opposite the original multi-storey car park and Club on East.
A development application (DA) has been lodged for a 16-storey building with two retail spaces at ground level, a commercial tenancy on Level 1 and 64 apartments, of which 10 would be affordable housing.

"The building is designed to bookend the Sutherland Town Centre and takes advantage of far reaching city, river, beach, national park and district views," the DA said.
The DA follows approval was given in 2025 to remove six underground petrol tanks and excavate the site, which was formally declared "significantly contaminated" 15 years earlier.
While the service station buildings had been demolished, site remediation works had not been completed, the DA said.

The DA said the building was designed to present an active frontage to both Oxford Street and East Parade "and has relatively slender form".
"The proposal includes two areas of rooftop common open space, one of which is located on the 14th level and has an area of 126 square metres," the DA said.

"This space is designed as a wellness area with an outdoor gym, yoga and meditation area and spas.
"An additional, larger communal areas is provided on the building's main roof, which has an area of 285sqm and comprises a variety of spaces for use by the future residents."
A total of 79 parking spaces are proposed in three basement levels.
The DA sought a variation to the building height limit in the 2015 Local Environmental Plan.
The LEP prescribes a maximum height of 52 metres, which includes a bonus for providing affordable housing.
The proposed maximum height is up to 54.85 metres.
The DA said the difference would "not be discernable to the naked eye".
The application to decontaminate the site said the petrol station was developed by Golden Fleece, but the property was later acquired by Shell.
