SynCE ported to Python 3 and Cython

It's a pleasure to announce that, after ten long years of stagnation, we finally have source code and binaries available for Ubuntu 22.04 LTS, aka Jammy, on Launchpad as a SynCE-legacy project.
I have the source code and binaries for Debian 12 "bookworm" ready and tested; I'm looking for a place to publish them. Perhaps here, on Debusine, or on Mentors.
Coming soon: 24.04 "Noble Numbat", Ubuntu 26.04 "Resolute Raccoon", and Debian 13 "Trixie".
