When you run rpm-ostree status does it list ICAClient-yaddayaddayadda and/or webkit2gtk3 under layered packages for your current deployment? If so, then you can simply uninstall it by running the command sudo rpm-ostree uninstall [packagename] then reboot. After that try upgrading again. Maybe consider installing whatever that package is in a container instead of layering it next time.
