DEME secures offshore wind turbine installation contract in Japan

DEME, through its Tokyo-based joint venture (JV) Japan Offshore Marine (JOM), has secured a contract to provide engineering services and charter vessels for the installation of 21 wind turbines at Japan’s Oga-Katagami-Akita offshore wind project.

The agreement was signed with Oga Katagami Akita Offshore Green Energy and Penta-Ocean Construction.

JOM is a JV between DEME and Penta-Ocean Construction, bringing together DEME’s international offshore wind expertise and Penta-Ocean’s domestic project execution capabilities.

The scope of the contract includes the installation of 21 Vestas V236-15MW turbines.

This represents both the debut of 15MW-class turbines in Japan and the first use of turbines of this capacity outside Europe, aside from China.

DEME expects its share of the contract to be worth up to €50m ($58m).

JOM CEO Akihiko Togo said: “We are honoured to contribute to the Oga-Katagami-Akita Offshore Wind Project. This marks an important step forward for Japan’s offshore wind development.

“The project is the result of close cooperation, mutual trust and a shared long-term vision among all of the partners involved.

“By combining international expertise with strong local collaboration, Japan Offshore Marine is committed to supporting the sustainable growth of offshore wind energy in Japan.”

The offshore phase of the project is due to take place in the second half of 2027 (H2 2027).

Vessel operations will be carried out using the Sea Challenger, a jack-up transport and installation vessel. The vessel is expected to be registered under the Japanese flag before work begins.

The contract supports DEME’s goal of establishing a Japan-based offshore wind installation capability with strong local roots.

The project is expected to enhance DEME’s presence in Japan and contribute to forming a long-term partnership supporting Japan’s renewable energy goals.

The initiative is designed to provide safe, reliable offshore installation services while strengthening local capabilities and expertise.

DEME Asia-Pacific offshore energy general manager Frank Jonckheere said: “This first contract confirms the fact that Japan Offshore Marine has become fully operational and is well-positioned to onboard larger-scale offshore wind projects in Japan.

“The deployment of Sea Challenger for the installation of 15MW-class turbines demonstrates the strength of our approach, bringing together proven installation expertise, dedicated assets and strong local partnerships.”

DEME is active in offshore energy, dredging, marine infrastructure, environmental remediation and concession activities in offshore wind, green hydrogen and deep-sea mineral harvesting.

In December last year, DEME secured offshore wind installation contracts in Poland for the BC-Wind project, marking a significant step in the nation’s energy transition.
