Hong Kong’s villages existed long before the development of the city, now famous for its skyscrapers. But hundreds of rural New Territories communities survived the transformation. The villages can be charming and offer a welcome alternative to urban life. They often feature architecture of historical or cultural value and are located close to sites of natural beauty. But many have grown in a haphazard way, with the proliferation of small houses, and are in need of restoration and revitalisation.

The development of the Northern Metropolis project, a 30,000-hectare hub for technology, innovation and housing, provides an opportunity to realise their potential, rather than swallowing them up.

A Development Bureau policy paper sets out a vision for integration between urban and rural areas covered by the project. It recognises the important potential role villages can play, especially by contributing to a diverse range of tourist activities. The aim is to improve the quality of life and economy of the villages, promoting their cultural traditions and respecting their character.

There are plans to restore significant buildings and to develop heritage trails. Open spaces are to be preserved, infrastructure improved and farmland utilised. A new HK$200 million (US$25.5 million) fund will subsidise projects by non-governmental organisations to revitalise traditional cultural heritage.

Town planning rules are to be relaxed in two villages, Ho Sheung Heung and Yin Kong in Sheung Shui, to allow entire houses to be turned into restaurants, shops or guest houses. This might be expanded to other villages. The greater flexibility has the potential to boost the rural economy and provide more amenities for tourists. But progress should be monitored carefully to ensure high standards of safety and hygiene and that the move, as intended, improves the lives of the villagers.

It will be challenging to establish a comprehensive, cohesive and seamless blend of urban and rural areas as the Northern Metropolis takes shape. Care must be taken to strike the right balance and to ensure the villages survive and flourish.
