The OSI 2025 Annual Report Is Now Available

The Open Source Initiative’s 2025 Annual Report documents a year in which Open Source found itself at the center of major debates around AI, cybersecurity, sustainability, and public policy.

In 2025, OSI continued its work to protect and advance the Open Source ecosystem through licensing stewardship, policy engagement, research, and community collaboration. The report highlights our policy and standards engagement around AI, cybersecurity, and procurement; our ongoing work to define and defend Open Source AI through the Open Source AI Definition; and the launch of the Open Technology Research initiative, which will help provide the research and evidence needed to inform future policy decisions affecting Open Source.

As governments around the world moved forward with new regulations, OSI engaged extensively with policymakers, standards bodies, and international organizations. The report details our work on implementation of the EU Cyber Resilience Act, engagement with AI policy in Europe and the United States, participation in global initiatives such as the Digital Public Goods Alliance, and efforts to ensure that perspectives from diverse stakeholders from the Open Source ecosystem are represented in emerging standards and regulatory frameworks.

The report also explores new research initiatives, community events, and collaborations across the Open Source ecosystem, while providing a transparent look at OSI’s financial performance and strategic priorities for the year ahead.
