ROOST Announces “Coop” and “Osprey”: Free, Open-Source Trust and Safety Infrastructure for the AI Era

Open-sourced tools put enterprise-grade content safety and threat investigation capabilities within reach of organizations of all sizes

NEW YORK, NY [July 21, 2025]ROOST, a non-profit organization dedicated to building scalable, resilient, and open-source safety tools for the AI era, is proud to announce two new tools: Coop and Osprey. Together, they offer a powerful foundation for developers, platforms, and Trust and Safety teams to detect, triage, and respond to harmful content online — without the need to buy expensive enterprise software or to build complex internal systems.

ROOST is building on its initial launch in February, showing a tangible step in developing core tools for online entities of all sizes. Many organizations still lack access to basic safety resources, which hinders innovation and puts users at risk. That’s where Coop and Osprey can help. By open-sourcing proven tools, ROOST delivers safety infrastructure to organizations that need it, allowing them to focus on growing their digital platforms or services while promoting safety for users. 

Two Tools, One Mission: Democratizing Digital Safety

Coop provides content review tools and includes the ability to route reviews to the experts, show relevant information for a comprehensive review, and take action. The platform includes built-in integration with the National Center for Missing & Exploited Children’s (NCMEC) API for mandatory reporting of child sexual abuse material (CSAM), ensuring compliance with relevant regulations.

Osprey is an open-source investigation and incident response tool that allows safety teams to understand what is happening on their platforms and take actions at scale. Osprey’s lightweight, user-friendly design makes it especially valuable for platforms of all sizes, from grassroots communities to established platforms that need powerful tools without enterprise-scale infrastructure.

Bringing Professional Tools to Everyone

ROOST developed these tools through strategic partnerships with innovative technology companies. Coop is built on technology developed by Cove, whose platform has helped companies of all sizes tackle harmful online material at scale. ROOST acquired Cove’s IP in order to open source this infrastructure and make it available as a public good.

Osprey was developed by Discord and donated to ROOST, reflecting the company's commitment to industry-wide safety improvements rather than competitive advantages in this critical area.

Early Adopters See the Potential

Several major platforms are already embracing this open-source approach to safety infrastructure.

Major platforms like Notion, an early adopter of Cove’s technology, are continuing their commitment to open-source safety infrastructure. “Notion has made significant strides in our Trust and Safety program, ensuring the integrity of our platform and protecting our users,” said Dan Pyykonen, Head of Platform Security at Notion. “This progress was made possible through Cove and the innovative solutions it provides. We're thrilled to see this important work continue as Cove evolves into Coop under ROOST's direction.”

A New Model for Safety Infrastructure

What’s Next

Both Osprey and Coop will be publicly available in the coming months for users and contributors. The acquisition of Cove’s technology and the launch of these tools were made possible by philanthropic funding from donors and by pro bono legal services provided by Perkins Coie. 

As the digital landscape becomes more complex and threats grow more sophisticated, ROOST encourages platforms of all sizes to join this growing movement of open-source Trust and Safety efforts and contribute to the shared mission of building safer online spaces.
