Some world leaders hailed the deal, but many in the Middle East were cautious, saying important details remain to be settled and warning the accord could easily fall apart.

DUBAI — President Donald Trump’s announcement that the United States and Iran had reached a deal to end the war and reopen the Strait of Hormuz was met on Monday with a mix of praise and skepticism, after months of false promises that peace was imminent.
