Italy and France are hesitant about a European Union proposal to ban former Russian combatants from entering the bloc, according to people familiar with the matter.
The restrictions are part of a proposed 21st sanctions package targeting Russia for its full-scale invasion of Ukraine, which member states are set to discuss on Friday, said the people, who spoke on the condition of anonymity to discuss the private negotiations.
