请问现在使用 Google Play 内购支付还能成功吗？我将 Spotify 区域已经设置为菲律宾，Google Play 的区域也已经是菲律宾了，但是内购尝试多次还是提示有问题，提示：

无法完成您的购买交易。请检查您是否在 Play 账号中选择了正确的国家/地区。

我使用的是工行的宇宙星座信用卡校园版的 Visa ，需要购汇的那种。之前用这张卡开过菲区家庭组，但是前两天支付遭拒（最后发现实际是美元余额不足了= =），然后一时没解决担心欠款，就取消订阅了，寻思着搞清楚了再重新订阅。但是现在有余额也订阅不成。。

另外就是，我现在在菲区的 Play 商店直接购买付费应用也不行，同样会有上面的提示。（全程用了菲区节点，信用卡账单地址以及账号地址都是菲律宾）

还试了巴基斯坦区，还重新注册了 Google 账号和 Spotify 账号，用了相应的地址和节点，但是依然出现上述提示。

今天咨询了 Google 的客服，这是他们的回复：

... I understand that you’re having issues with failed transactions due to the country. I definitely understand how important and urgent this is for you. In order for me to provide you with the best resolution. The reason your purchases didn't go through is because you are using a payment profile where you are not physically located. ...

If you still get the error: 'Your transaction cannot be completed. Please make sure your Play Country is correct', even though your Play Country matches your current location, please fill out this form.

（大意是支付方式位置和实际所处位置不符，如果位置确定没问题的话填表）

但是实际上之前我订阅成功的时候似乎也没有涉及到这个问题。有没有成功的朋友知道是怎么回事的，还是 Play 商店现在改了规则啊？抑或这是风控的一种？我是不是应该填一下表单？
