How Collaborative Efforts Between TCDRS and Phidiax Modernized Reporting with Scalable Power BI Dashboards

The Texas County & District Retirement System (TCDRS) established a goal to deliver standardized, timely organizational metrics that drive data driven decisions with effective visualizations. In a short timeframe, Phidiax, working closely with TCDRS, replaced manual reporting processes with scalable Power BI dashboards that gave executives real-time, mobile access to key metrics. This engagement is a showcase of Phidiax’s Analytics & Business Intelligence expertise.

Overview

  • Industry & Size: Public Retirement System; 890 employers served

  • Location: Texas, United States

  • Net Plan Assets: $51 billion

  • Summary: TCDRS provides retirement, disability, and survivor benefits to county and district employees across Texas. TCDRS is one of the best-funded retirement plans in the nation and each employer customizes their benefit levels based on their workforce needs and budget.

The Challenge

TCDRS needed faster, more reliable reporting for executives and decision-makers. Data was stored in SQL Server but lacked a reporting-optimized structure. External systems such as Salesforce, Google Analytics, 8x8, GetFeedback, and Sprout Social were siloed. Reporting required multiple team members to manually compile data in Excel. The challenge was internally driven: modernize reporting with easy to access dashboard visualizations, standardize datasets and definitions, unify fragmented data sources, and deliver timely, consistent insights through an automated solution.

The Solution

Approach Summary: Through a collaborative partnership, TCDRS and Phidiax modernized the reporting environment using Power BI. Manual workflows were replaced with centralized, governed semantic models and interactive dashboards that scale.

Implementation Highlights:

  • Timeline: 2–4 weeks per data source, working 20 hours per week

  • Technologies: SQL Server, SSIS, Power BI, Salesforce, 8x8, GetFeedback, Google Analytics 4, Sprout Social

  • Delivered the first Payment Timeliness report as a repeatable framework for future reports

  • Integrated internal and external platforms into a scalable architecture for future expansion

  • Implemented Power BI governance and secure distribution using Power BI Apps

  • Provided targeted training for both end users and developers

  • Created semantic models for each data source and a unified model for executive reporting

  • Produced user guides, data dictionaries, and best practices for deployment and report lifecycle

Results and Benefits

At a Glance:

  • 100% reduction in manual reporting time for the Payment Timeliness report

  • On-demand executive dashboards accessible via portal and mobile devices

  • Centralized metric definitions improved trust and reporting consistency

Detailed Outcomes: The Payment Timeliness report eliminated all manual assembly previously required, freeing analysts and managers to focus on strategic priorities. Executives gained streamlined real-time access to dashboards, improving decision-making confidence and speed. Interactive features such as slicers and drill-throughs allowed analysts to uncover trends and identify areas for improvement. End-user feedback described the reports as “neat and sleek,” sparking demand for additional dashboards and instilling pride in the analytics team’s delivery.

Testimonial

“The clarity and accessibility of these dashboards provide data insights that are reliable and aligned with our strategy to provide optimized services. We are making decisions faster and with more confidence.”

-Karen Correa, Deputy Executive Director, TCDRS

Future Outlook

Following the initial rollout, TCDRS is expanding Power BI adoption across more departments. Priorities include integrating additional external data sources, refining the unified semantic model, and delivering more role-specific dashboards. With a modern foundation in place, TCDRS is positioned to explore predictive analytics, real-time KPI monitoring, and a culture of proactive, data-driven decision-making.
