That's the lowest price the Avatar Beginner Box has seen on Amazon (confirmed with price tracker camelcamelcamel). That also puts it below the current TCGplayer market price of $23, and close to TCGplayer’s lowest listing of $19.88 before shipping. 

Walmart listings go down to $18.99 at the lowest, but that listing is from a third-party marketplace seller. 

For a licensed starter set that is made to teach two people at once, $20 is a great price to get both you and a friend started in MTG.
