The May 27, 2026 Air Force manual "establishes uniform guidance for packaging Hazardous Materials (HAZMAT) for safe, efficient, and legal storage, handling, and transportation, to include Department of Transportation Special Permit (DOT-SP), Competent Authority Approval (CAA), Certificate of Equivalency (COE) and Packaging Waivers for Military Air in accordance with Defense Transportation Regulation (DTR) 4500.9-R-Part II, Cargo Movement."
