The INSIDER daily digest -- June 17, 2026
By John Liang / June 17, 2026 at 2:35 PM · 2026-06-18 · via InsideDefense.com

This Wednesday INSIDER Daily Digest has news on munitions procurement and the industrial base, plus the Air Force's new bunker-buster bomb program along with coverage of the Senate's FY-27 defense authorization bill.

Jesse Tolleson Jr, the principal deputy assistant secretary of the Army for acquisition, logistics & technology, testified yesterday before the Senate Armed Services airland subcommittee:

Army 'looking at options' for munitions procurement if reconciliation doesn't pass, official tells lawmakers

The Army is "looking at options" for procuring munitions if Congress fails to pass this year's politically divisive $350 billion reconciliation package, an acquisition official told lawmakers today, with potential workarounds including renegotiating contracts with defense firms, reprogramming existing funds or pursuing other acquisition strategies.

In a June 11 memo, President Trump found conditions exist that "may pose a direct threat to the national defense or its preparedness programs":

Trump invokes Defense Production Act to address munitions bottlenecks

The Trump administration has invoked authorities under the Defense Production Act to address what it describes as systemic constraints in the U.S. munitions industrial base, delegating new powers to Defense Secretary Pete Hegseth to establish voluntary agreements and plans of action with industry.

The GBU-76 Next Generation Penetrator program will not complete prototype demonstration through modeling and simulation, design, product development and test until the end of FY-28:

Next Generation Penetrator prototype slips to FY-28 as Air Force seeks info on future iterations

Prototyping for the Air Force's new bunker-buster bomb has been extended by one year, according to the service's fiscal year 2027 budget request.

We also have coverage of the Senate Armed Services Committee's fiscal year 2027 defense authorization bill and the accompanying report of which was released this week:

Defense bill would curb contractor buybacks, dividends, tying capital returns to industrial base investment

A provision in the Senate's fiscal year 2027 defense authorization bill would, for the first time, require defense companies to restrict stock buybacks and dividend payments if they want to be eligible for Pentagon contracts -- a move that could reshape capital strategies across the defense industrial base.

Senate authorizers want Navy to consolidate management of unmanned systems

The Senate defense policy bill, if passed, would direct the Navy to consolidate authorities to develop, purchase and integrate unmanned systems, according to new legislation today.

Senate authorizers seek review of billets supporting space launch

Senate authorizers would have the Space Force review whether current billets are sufficient for the space launch enterprise, according to the Senate Armed Services Committee's version of the fiscal year 2027 defense policy bill released this week.

Senate panel moves to eliminate independent oversight of missile defense acquisition

Senate Armed Services Committee lawmakers have voted to repeal a more-than-decade-old law requiring the Government Accountability Office to independently review and assess missile defense acquisition programs, which would strip away a key source of outside accountability over the Missile Defense Agency.

Senate defense bill would flip default on technical data rights, expand government access to contractor IP

The Senate Armed Services Committee's version of the fiscal 2027 defense authorization bill would significantly reshape how the Pentagon obtains and controls technical data and software rights, establishing a default presumption of “government-purpose rights,” shifting the burden of proof to contractors seeking intellectual property protections, according to legislation filed this week.
