Today’s INSIDER Daily Digest begins with House members asking the Navy for more information on its newest aircraft carrier, the White House budget chief staying firm on building ships overseas, an update on Defense Department laboratories, and more shipbuilding news.

House members are looking closely at the Ford aircraft carrier:

House authorizers want details on Ford-class carrier design review

Months after the Navy announced it would initiate a design review of the Ford-class carrier, House authorizers want to know the key challenges impacting the program, and any design changes that may be in development, according to a new report accompanying the draft defense policy bill.

White House official pushes for building U.S. ships overseas:

OMB director doubles down on foreign shipbuilding, citing ‘Finland Model’

White House Office of Management and Budget Director Russell Vought today defended proposals to build warships and auxiliary vessels in foreign facilities, advocating for an approach that would tie overseas production to domestic investment.

The Defense Department wants targeted money for laboratory construction:

DOD seeks to restructure MILCON appropriations for continual updates to research enterprise

The Pentagon is asking Congress to carve out a dedicated military construction funding stream for defense laboratories and ease limits on smaller construction projects, arguing that aging facilities and competition within the broader MILCON budget are slowing efforts to modernize the military’s research and development enterprise.

House members want to keep a closer eye on shipbuilding spending:

House appropriators want more shipbuilding industrial base accountability, battleship details

Despite a funding boost for shipbuilding, lawmakers are worried money alone will be unable to resolve chronic problems like cost growth and schedule slips, according to a congressional document obtained by Inside Defense.
