This pre-Juneteenth INSIDER Daily Digest has news on the Air Force's Collaborative Combat Aircraft program plus coverage of the Senate Armed Services Committee's fiscal year 2027 defense authorization bill.

Before we get to the defense bill though, we start off with coverage of a big Collaborative Combat Aircraft contract awarded yesterday afternoon:

Anduril and GA-ASI win CCA increment one air vehicle production contracts

The Air Force has selected both Anduril Industries and General Atomics Aeronautical Systems to produce their airframe designs for the first three lots of the emerging Collaborative Combat Aircraft program, the service announced this week.

The Senate Armed Services Committee is moving to impose new second-source requirements for solid-rocket motors used in two of the Pentagon's most critical missile programs, leveraging both funding restrictions and phased sourcing mandates to reshape the U.S. munitions industrial base.

Ten Democratic and independent lawmakers are demanding the Pentagon disclose the Golden Dome missile defense project's architecture, mission scope and cost projections before spending additional funds on the initiative.

DOD acquisition chief travel limitations in the defense bill:

Defense bill would limit acquisition chief's travel without SWP implementation report

Senate lawmakers would limit funding availability for the Defense Department acquisition chief's travel by 5% until they get an update on the implementation of a March 2025 memo directing the adoption of special contracting pathways for rapid software procurement, according to a provision in the proposed fiscal year 2027 defense policy bill.

Supply chain language in the defense bill:

Senate authorizers direct DOD to stand up centralized supply chain oversight group

Senate authorizers included a provision in their version of the fiscal year 2027 defense policy bill that would guide the establishment of a new Supply Chain Risk Management Integration Cell to unify efforts across the Defense Department.

Air Force fighter aircraft in the defense bill:

Senate authorizers would count fighters using Air Force 'combat-coded' terminology

The Senate Armed Services Committee wants to adopt language proposed by the Air Force that changes the way the service legally accounts for all of its battle-ready fighter jets, according to the report accompanying Senate authorizers' version of the fiscal year 2027 defense policy bill.

Autonomous technologies in the defense bill:

Senate defense bill seeks to guide DOD autonomy policy to maintain human control

A provision in the Senate Armed Services Committee's fiscal year 2027 defense authorization bill would require the Defense Department to maintain human control over autonomous and semi-autonomous military technologies when updating related policies.

Ukraine in the defense bill:

Defense authorization bill would establish U.S.-Ukraine working group for defense innovation

The Senate version of the fiscal year 2027 defense authorization bill would direct the defense secretary to establish a U.S.-Ukraine strategic defense innovation working group, consisting of both U.S. and Ukrainian defense officials.
