The AI Governance Talent Gap Is Smaller Than It Looks

Modern Tech Policy Needs A New Talent Pipeline

AI governance is often framed as a talent shortage. But a new generation of policymakers capable of drafting practical, administrable rules is already emerging. It just happens that many of them are still in school. That was my takeaway from judging the MIT AI Alignment (MAIA) governance competition that drew students from Boston College, Harvard, MIT, Tufts, and other parts of the local academic ecosystem. MAIA is a student organization working on AI safety research.

The strongest submissions treated AI policy as a design problem, asking what information regulators need, who should bear responsibility when things go wrong and how that responsibility should shift as AI systems become more capable.

The market is short of exactly these skills. The government needs people who can understand technical architecture without outsourcing judgment to vendors. Companies need people who can anticipate policy, safety and public trust concerns before they become litigation or political backlash. Civil society needs people who can separate real risks from slogans. The next generation is not waiting for permission to contribute.

Modern Tech Policy Starts With Practical Governance

The winning proposals were striking for their concreteness. One submission addressed the data center buildout in Maine, not through a blunt moratorium but through disclosure, grid impact review and stewardship obligations. The proposal would require large data centers to report energy consumption, peak demand and the share of computational work allocated to AI training, AI inference, cryptocurrency mining and other workloads, with different procedural thresholds for projects above 20 megawatts and 100 megawatts.

The proposal, which followed Maine’s governor veto of a moratorium, accepted the political constraints it faced and designed around them, replacing the ban with a system capable of generating evidence, protecting ratepayers and preserving the option of stronger action later. That is the kind of thinking that makes policy durable.

A second submission tackled liability without collectibility. It proposed adding a financial responsibility framework to federal AI liability legislation, requiring advanced AI developers to maintain insurance, surety bonds, letters of credit or demonstrated self-insurance capacity as a condition of market access. It also proposed a pooled compensation fund for large incidents, modeled on an existing structure for nuclear liability.

Not all dangerous models are computationally large. The proposal addresses this with a disjunctive trigger that attaches financial responsibility when a model crosses either a compute threshold or a revenue threshold, whichever comes first, capturing systems like those at issue in Garcia v. Character Technologies that reach millions of users while falling below every compute-based threshold in existing AI legislation.

This approach converts a legal abstraction into a practical implementation, which is exactly what good policy analysis does.

A third submission focused on autonomous code generation and deployment. It proposed a liability allocation standard for cases in which AI systems generate or deploy code that introduces vulnerabilities, data breaches, or supply chain failures. The framework distinguishes between attested deployments, where the provider certifies that security checks have been performed, and unattested deployments, where responsibility may shift to the deployer under defined conditions. The proposal gives that distinction legal teeth through constructive attestation. When an AI system signals to a user that a deployment is safe, the provider bears strict liability for any vulnerability that contradicts that representation, regardless of which liability track was formally selected. An audit system would assign providers to tiers based on capability, user-base sophistication, default security posture and incident history, with stricter duties attaching at higher tiers.

This idea was inspired by Madeleine Clare Elish’s concept of the "moral crumple zones," the tendency, when deploying autonomous systems, to place blame on the human closest to a failure, even when the deeper design choices responsible for that failure sit upstream. Linking legal history, technical design and accountability in one administrable framework is a sophisticated move, and the proposal carried it through.

Modern Tech Policy Requires Hybrid Skills

These students were writing practical policy instruments, not political manifestos. They used thresholds, reporting duties, safe harbors, audit logs, agency assignments and enforcement mechanisms. That combination of technical fluency and policy craft is exactly what the AI economy is short of.

Much of the technical work is happening inside a small number of private companies that control the models, infrastructure, deployment channels and data needed to understand the frontier.

As noted in a prior analysis of AI’s structural limits, the next phase of AI development is being shaped by physical, economic and moral constraints, including infrastructure bottlenecks, capital discipline and human oversight requirements. Modern institutions need people who can speak both languages, yet technical and policy talent are still too often trained in separate worlds. Lawyers may understand administrative law but not computer science, while engineers may understand systems but not legislative design. Humanities graduates may understand institutions, public values and power but lack access to the technical vocabulary that shapes real decisions. The students in this competition showed that this divide is narrowing.

Their work showed that AI policy is no longer a niche specialization. Students are engaging with data centers, liability insurance, model capability, cybersecurity, public utilities, agency capacity and democratic oversight. That breadth suggests the talent pool for AI governance may be much larger than the current labor market assumes. Organizations that recognize this first will hire earlier and better.

Modern Tech Policy Should Invest In Entry-Level Talent

Too many organizations treat AI governance as a senior-level-only function, looking for former regulators, senior lawyers, experienced engineers or established policy veterans. Those people are valuable, but they are not sufficient.

A student who can draft a data center disclosure regime today can help a public utility commission tomorrow. One who can connect AI liability to insurance markets can help a company build a safety case before a lawsuit arrives. One who can explain why autonomous code deployment needs audit logs can help regulators avoid blaming the nearest human for a system-level failure.

Investing in this pipeline also changes the tone of the AI policy debate. The future looks difficult when viewed only through market concentration, infrastructure strain, litigation and political paralysis. It looks more tractable for a new generation with the ability to work across code, law, institutions and public purpose.

This new generation understands that AI has moved from policy papers into kitchen-table politics, and they are preparing accordingly, building the analytical and institutional vocabulary that modern tech policy now requires. The organizations that hire them earliest will be better positioned for what comes next.
