Turner Construction Company has appointed Dawn Paquette as Chief Information Officer, bringing in a seasoned technology executive with more than three decades of experience leading large scale information systems organizations.
Founded in 1902 and headquartered in New York, Turner Construction is the largest contractor in the United States, with operations spanning more than 20 countries. The company reported approximately $29 billion in revenue in 2025, reflecting continued growth driven by demand for complex projects across sectors such as healthcare, data centers and infrastructure.
Paquette joins Turner following a senior leadership role at GE Aerospace, where she served as Chief Information Officer supporting multiple business units. While at GE Aerospace, she led global digital teams and oversaw technology systems across advanced manufacturing and aviation environments. Earlier in her career, she held leadership roles at Anthem Blue Cross Blue Shield, building experience at the intersection of business operations and technology.
That breadth across healthcare, aerospace and industrial environments positions Paquette well for Turner’s scale and complexity.
“What drew me to Turner was the opportunity to operate at the intersection of people, projects and technology in a way that directly impacts how work gets done,” she noted. “Turner has an incredible legacy and scale, and at the same time there is a clear opportunity to further align technology, data and operations to drive simplicity, better decision making and more consistent execution across the business.” Paquette went on to note that she is honored to join Turner and contribute to an organization with such a strong foundation, with an emphasis on building on that legacy while evolving how the company connects field execution with enterprise systems.
Although still early in her tenure, her priorities are already coming into focus. “While I am still early in the role, the focus is becoming clear,” she explained. “It starts with ensuring that technology is tightly aligned to the business, not operating alongside it. That includes simplifying how we operate, improving how data is used to inform decisions and strengthening the connection between field execution and enterprise systems.”
That alignment is particularly important in construction, where execution happens in the field but depends on increasingly sophisticated digital tools. Turner’s scale makes consistency both a challenge and an opportunity.
“One of the things I am particularly focused on is making sure technology feels like an enabler to the business, not a barrier,” she added. “In organizations of Turner’s size and complexity, that often comes down to clarity. Clear priorities, clear ownership and clear alignment between what we build and how the business operates.”
Paquette succeeds Warren Kudman, who held the chief information officer role at Turner Construction for more than 11 years. He is now Turner Construction’s Senior Vice President and Strategic Technology Executive.
Paquette’s mandate reflects a broader shift in technology leadership, with success defined not just by systems, but by enabling simpler operations, faster decision making and more consistent execution across the enterprise.
